Krishna said that "He incarnates whenever Dharma declines and evil evolves (http://www.rudraksha-ratna.com/janmashtami.htm)". Krishna Janmashtami also known as Govinda festival is celebrated on this occasion.

Since you posted in Hare Krishna forum I will answer from a gaudiya-vaishnava perspective.

Lord Krishna is not an avatara of Lord Vishnu but His(Vishnu) source.
