Aitareya Upanishad says:

eshha brahmaishha indra eshha prajaapatirete sarve devaa imaani cha paJNchamahaabhuutaani pR^ithivii vaayuraakaasha aapo
jyotii.nshhiityetaaniimaani cha kshudramishraaNiiva .
biijaaniitaraaNi chetaraaNi chaaNDajaani cha jaarujaani cha svedajaani chodbhijjaani chaashvaa gaavaH purushhaa hastino yatkiJNchedaM praaNi jaN^gama.n cha patatri cha yachcha sthaavara.n sarva.n tatpraGYaanetraM praGYaane pratishhThitaM praGYaanetro lokaH praGYaa pratishhThaa praGYaanaM brahma .. (3.3)


He is Brahma, He is Indra, He is Prajapati; He is all these gods; He is the five great elements-earth, air, akasa, water, light; He is all these small creatures and the others which are mixed; He is the origin-those born of an egg, of a womb, of sweat and of a sprout; He is horses, cows, human beings, elephants-whatever breathes here, whether moving on legs or flying in the air or unmoving. All this is guided by Consciousness, is supported by Consciousness. The basis is Consciousness. Consciousness is Brahman.

Explanation:

There is Brahman, and a thought world of Brahman. The thought world is vyavahAra, and since Brahman and his thoughts are not different(praGYaanaM brahma ), there is really no difference between kArya(effect) and kAraNa(cause) in the paramArta state. This thought world of Brahman mysteriously appears to us as a world in its own right, with its amazing variety of dualty. The thought world itself is the leela vibhUti, and nothing external to Brahman exists from the paramArta drushti. Within such a thought world, there exist many components - Ishvara, jivas, jada - all made from thoughts of Brahman( thus Brahman is material cause with no vikAra to Brahman).

Have you wondered if the characters in your thoughts ( or dreams) actually experience pleasure and pain? Whatever it is, God's thoughts are at a higher level to the human thoughts, so it appears so real unlike dream characters or thought characters- much like virtual reality shows.( like the Matrix) Do you see any cruelty now from Brahman's point of view for all the suffering we see here? No, there isn't. But God has also given us the challenge - to seek an exit from this thought world into his Real Self. There are three such doors to be opened in order to find our exit and they are called by the names Brahma granti, Vishnu granti and Rudra granti - the three knots in this maze of world of thoughts
