If Soul goes to temporary Haeven or Hell (there are different types of hells as per scriptures) as per Law of Karma and desires and then take rebirth again , then How can soul also fall back again in cycle of 84 lakh Yonis?
How both concept of Hell and cycle of rebirth in fallen states possible at the same time?

Karma is beginningless. Whenever we incarnate, we are associated with three Karmas - the sanchita karma, which is the unspent karma of all past, prarabdha karma, which is the karma responsible for the present birth, and Agamin Karma, which is the karma accumulated in this birth.

After death, you will experience the result of some of your Agamin Karma( and Sanchita Karma), and may obtain hell, and then heaven. Sanchita Karma is always there, so that when the fruits of your karmas are exhausted, a part of the Sanchita Karma becomes the prarabdha Karma for the next birth.

The only way to obtain release is to get rid of both sanchita karma and Agamin Karma. The temporary hells and heavens never wipe out sanchita Karma. Karma is finally burnt only by aparoksha jnana and by the grace of God.

Then who will fall in a cycle of 84 lakh Yonis again and why? Why not temporay Hells instead of this fallen state of unlimited rebirths as animals and plants?

Where does Hindu scripture talk about 84 lakh Yonis? I think it says that there are 84 lakh species, but there is no need for everyone to go through all of them.

Anyway, I understand that people enter hell only under some worst cases. Rest of their Karma is worked out in either man or animal births(or any other life forms), until they obtain jnana.
