What is Sivam ? ,

In Tamil we can say' Aramey Sivam, Arivey Sivam, Anbe Sivam.' ,

meaning Dharma is Shiva and Shiva is Dharma.

Dharma is the highest form of Shiva himself. There is nothing above it. It is like a computer program , follow it you input good data and finally get the results., ignore it no data input so it leads to nowhere. The terrible thing is spending one's whole life without realising Dharma.

'Almighty God' means Dharma.

Take for example Raavaneswaran ( Raavan) , the lord of Lanka . He was blessed with everything . Shiva would grant any boon to this devotee. His Adharma (abducting sita ) , ripped apart the God in him and paved the way for his downfall. Thus Dharma must be realised as the supreme thing in this earth.

Realisation of Dharma , occurs thro' knowledge. A person's knowledge is balanced when his ego disappears and he is able to see the God in him. This knowledge guides him to differentiate between right and wrong. Thats why its 'balanced'. In case of Raavan, eventhough knowledge was abundant, it was not balanced because of his ego . The ego led him to think he was supreme and can defeat any human being on earth.

All the written epics , be Ramayana or Mahabharata stress the importance of Dharma .
