no.. they are both the same from wikipedia:

He is generally called Chanakya (derived from his father's name "Chanak")[7] but, in his capacity as author of the Arthaśhāstra, is generally referred to as Kautilya derived from his gotra's name "Kotil" (Kautilya means "of Kotil"). He was a master of the shrewd act of diplomacy

I have read the same in a Telugu magazine once..so I believe this is true

Kautilya is a surname, so persons with one surname can come in different age
Chankya was the Guru and Minister of Chandragupta Maurya, he helped Chandragupta to overthrow Greek invaders and Nanda Rulers, then established Maury Empire

Chankya was a Brahmin, the anti Brahmin reservation quota supporters had rejected him as a Guru and teacher of Mauryan Ruler, they say there is no evidence about his existence, but on the other hand they accept him as distroyer of Nanda Dynasty. Idiots they always dobule speak.

Now they have rejected the existence of Dadaji Kondev who tought Shivaji, next time they will reject the existence of Mangal Panday, Lakshmi Bai, Tantya Tope, Bal Gangadhar Tilak, Chandershekhar Azad, Subhash Chandra Bose and all of Indian Icons, just because they all were not from reserved castes.
