Tripura Rahasya gives that Parashurama was not a JivanMukta until he met Sri Datta?
Tripura Rahasya establishes that Parushurama was not still in the state of JivanMukta, how is it possible? Parashurama was God incarnate on earth, he was a Supreme Avatara, still he is not a JivanMukta.
Is it so difficult that even Parashurama has not attained easily?

Jeevan Mukta? What does it actually mean? I think this is a word many people like to quote but do not understand. Will you please specify your concept for Jeevan Mukta?
Re: Tripura Rahasya gives that Parashurama was not a JivanMukta until he met Sri Datt
As per the tenets of jnana yoga. There are seven jnana bhumikas:
Subeccha
Vicharana
Tanumanasi
Satwapatti
Asam sakti
Padhartha Bhavana
Turiya
Any soul which has attained a state of Asam Sakti or higher is termed as Jivan Mukta. The state of Satwapatti is actually where the seeker gets self-realization, however until and unless his knowledge is firm and he is well established in knowledge and attained the state of Asam Sakti, he is not a Jivan mukta.
