I could be wrong but the only thing I can think of is an alternative artistic representation of Goddess Manasa or Neta.

She Herself is very beautiful, the Lady of the Nagas, the mother of the Nagas and is carried by them. She is decorated with ornaments of the Snakes; She is respected by the Nagendras (Lords of Snakes) and She sleeps on the bed of Snakes."

I may be wrong.. but there is a goddess in the 64 Yoginis and her name is Sri Sarpashya.
update: do you see any similar features of this goddess and the one you've seen?
