One translation I am fond of is the following:

The Yoga Philosophy of Pataņjali by Saṁkhya Yogāchārya Svāmi Hariharānanda Āraṇa (Founder of the Kāpila Monastery); rendered into English by P.N.Mukerji. My copy is from 1977. Printed in India

How fortunate some people are . But I have BKS Iyengar translation of Yoga Sutras. It's really good too.

    some suggestions:

Traditional Indian scholars: Harihara Aranya, Vijnana Bhikshu, Vacaspati Mishra, Bhoja, Vyasa etc.

Western scholars: Edwin Bryant, Georg Feuerstein, Christopher Chapple, Ian Whicher.

Modern Indian scholars: Pandit Usharbudh Arya, B.K.S. Iyengar, Swami Krishnananda.

Remember that the yoga sutras of Patanjali are overemphasized by both modern Indian gurus and western scholars. The Vedas, Upanishads, Itihasas, Puranas and Agamas always had more authority on yoga than Patanjali's sutras. The vibhuti pada which deals with siddhis is also often marginalised, but it is an integral part of the yoga philosophy.

Can you upload it somewhere else, this site asks for your mobile number and charges money for downloads.
