If 2 planets are of same longitutude in a given chart then how do we identify the athmakaraka. Say Mercury and Mars are at 28 degress 10 minutes 6 seconds in virgo. How do we ascertain the right planet as Athmakaraka.

If both graha's are exactly the same longitude ( degree º min ' sec ")they co- share this ātmakāraka position. Some call kārakatva
or more then one doer that is instrumental in bringing about an action . This can apply to any graha in this scheme of cara kāraka-s
that is ruled over¹ by viṣṇu.
Now this in and of itself opens up a can of worms i.e. more questions; yet at this juncture I do not wish to pursue it further as the overall answer must address the 'pecking order' of the other kāraka-s and takes us deeper and deeper into 'why so' and 'why does this occur ? ' .

Thanks for the clarification. I'll be glad if you can clarify on the following questions.
Does this mean that both the planets will have equal effect. Or it varies based on other factors. Say for example Mercury is Lagna Lord/10th lord and Mars is the lord of 3rd/8th house. In general Mercury is more beneficial to the native than Mars. Does this influence the Athamakarak role as well.
