As far as I have understood, the time has always been expressed nominally in 'relation' to an accepted (sometimes visible) norm. In the times when sundials prevailed it used to be sunrise and sunset and the units were ultimately and mystically pegged down to breaths (which are variable).
Now a days, we use the norm of 'midnight' and 'noon' or more specifically the mechanical point of 12 in our watches and clocks and to further 'standardize' and reduce the complications use standard times and zones and daylight savings, so that for instance, if a train is supposed to leave at 1:35 PM, you can arrive in time!
Our ancients also spoke of absolute time which has other uses, less mundane!
If you were wondering about ghati, vighati, pala etc, you can learn better for starters by studying BPHS and panchangas (local ephemerides) which give you an understanding of dinamana and ratrimana and those have value in jyotish. Here, I am assuming of course that you are interested in Jyotish.
Lot of new jyotishis gloss over or ignore these terms and planetary hours (horas) etc, and so your question is relevant and good, because these things and terms and quantities are important and have practical significance in Jyotish!
