Hi. There are many things that influence strength of planets, but what spectrum of influence does planet have in degrees (in sign or house) ?
For example if Venus occupies 15 degree of Aries, will it be the whole sign Aries of influence, half Aries and half Taurus ?
Every planet has the same influence in degrees ?
I ask because some astrologers say that if for expl. Venus stays in 28 degree of Aries it will act like 2% of Aries and 98% Taurus, but Jaganatha Hora shows that we have Venus in Aries.

Perhaps imagine the graha as a person and the rashi/bhava as a palace. Venus as court advisor resides in its palace whether in the hall (01°) or at the back gate 30°) - that is where the mail goes. How comfortable Venus is might depend on rashi/bhava ownership.
