I would say both and neither nor - Hanuman is neutral. If you are a Shiva devotee you worship Him as His appearance. If you are Vishnu devotee you worship Him because he supported an appearance of Vishnu.
Tulsidas in his Hanuman Bahuka, verse 13
Lord Shankar, Parvatiji, their devotees, deities presiding over the lokas, Shri Ramchandraji, Janki and Lakshmanji are all pleased with the person whose heart joyfully calls out to Hanumanji.
The story I know: Shiva was impressed by the dance of Mohini and She asked Him for His essence. Shiva gave Mohini the seed of His tapas.
Mohini did not ask for His semen/sperm but for his essence.
He gave a seed of His tapas, not His semen/sperm.
That makes the difference in my opinion.
Then Mohini gave the seed to the Saptarishis, they gave it to Vayu, Vayu gave it to Anjani, a banished attendant of Parvati, now a Shiva devotee.
An indication that Hanuman is an appearance of Shiva is the fact that the Vaishnavas have not even in their 24 Avatars of Vishnu made a claim on Him.
