The question of spiritual origins apart, we can ask a similar question about the state of affairs in this world:
If justice is equitable, where do we find it in the affairs of the world?
Why do the unscrupulous elite always escape the equitable application of justice, while only the unscrupulous common face it? One answer could be that this is so because it is only the unscrupulous elite who make the Laws of Justice.
In God's Law of Creation, there is nothing unscrupulous per se. When Brhaman emanated prakRti out of itself, it was originally balanced in the three guNas of sattvic, rajas and tamas, but will never be so, which is why Creation is described as eternal. However, PuruSha as the Self is immanent as consciousness and manifests as the voice of conscience in all jIvas--individual selves, although their guNa-karma are in extremely widely differing proportions.
But PuruSha, unlike the peers of our worldly life, has established Self-Justice, which desides the destiny and destination of each individual self. And in PuruSha's universal turIyac view, there is nothing unscrupulous because each individual incurs his/her own destiny. This is the reason for the UpaniShad declaration 'satyameva jayate'--Truth always triumps. When adharma becomes extreme, Brahman manifests AvatAras to reestablish dharma; and he always ensures presence of the wise to stem the rot.
When something is deemed 'inhuman', let us note that the term includes a 'human' and in most cases, its a 'man'.
