who can say Om Namah Shivaya?

I've been wondering can those who have had no initiation from anyone chant the mantra Om Namah Shivaya not in the sense of "no ones stopping you" but would it be proper? If you can I would be doing this.

Vannakkam Rudy: a detailed discussion here:

Not sure if that's the one where we discussed diksha or not. Opinions vary on it. Personally, I would say there is little harm, yet less good without initiation. But I'm no expert.
